The organization and carrying out of the stress tests of the insurers and reinsurers is conducted in accordance with para 10, item 4 of the Transitional and Final Provisions of the Law on Recovery and Resolution of Credit Institutions and Investment Firms.
 
Tenders should be submitted in Bulgarian. It is recommended that the documents presented together with the tender, except for the price offer, are accompanied with a translation in English.
 
The tender should be presented by the tenderer or by a representative authorized by him – in person or by postal or other courier service, by registered mail with return receipt at the following address: Sofia, 16 Budapeshta Str.

Комисията за финансов надзор (КФН) публикува на интернет страницата си документацията за открита процедура за възлагане на обществена поръчка с предмет: „Организиране и извършване на стрес тестове на застрахователите и презастрахователите в Република България”. Необходимите документи за участие в процедурата за избор на независимо външно лице, което да осъществи организирането и провеждането на стрес тестове на застрахователите и презастрахователите на българския пазар, могат да бъдат намерени тук.

Организирането и провеждането на стрес тестове на застрахователите и презастрахователите се провежда на основание на параграф 10, т.4 от Преходните и заключителни разпоредби на Закона за възстановяване и преструктуриране на кредитни институции и инвестиционни посредници.

Офертите се изпращат на български език. Представените към офертата документи, с изключение на ценовото предложение, е препоръчително да бъдат придружени и с превод на английски език.

Офертата се представя от участника в процедурата, или от упълномощен от него представител – лично или чрез пощенска или друга куриерска услуга, с препоръчана пратка с обратна разписка, на адрес: гр. София, ул. „Будапеща” № 16.

Крайният срок за приемане на оферти е 21 септември 2016 г.

За месец юли 2 застрахователни дружества от държави членки са нотифицирали КФН за намерението си да извършват застрахователна дейност на територията на България, а 1 е преустановило извършването на дейност. Към 31 юли 2016 г. застрахователите от държави членки, нотифицирали Комисията за финансов надзор (КФН), че желаят да извършват застрахователна дейност на територията на Република България, са 536.     

През месец юли 16 нови застрахователни посредници от държави членки са нотифицирали КФН, че желаят да извършват дейност в България, а 5 са преустановили дейност. Към 31 юли 2016 г. застрахователните посредници от държави членки, нотифицирали Комисията за финансов надзор, че желаят да извършват дейност по застрахователно посредничество на територията на Република България, са 2144.

През юли няма застрахователни дружества със седалище на територията на Република България, заявили намерението си да извършват застрахователна дейност на територията на други държави членки на ЕС. Към 31 юли 2016 г. общият брой на застрахователните дружествата със седалище на територията на Република България, нотифицирали Комисията за финансов надзор, че желаят да извършват застрахователна дейност на територията на други държави членки на ЕС, е 14.
 
През месец юли 1 застрахователен посредник със седалище на територията на Република България е заявил намерение да извършва дейност на територията на други държави членки на ЕС. Към 31 юли 2016 г. общият брой на действащите застрахователни посредници със седалище на територията на Република България, нотифицирали Комисията за финансов надзор, че желаят да извършват дейност по застрахователно посредничество на територията на държави членки на ЕС, е 42.

Тhe Financial Supervision Commission has started today a procedure for public procurement for the selection of an independent external entity to conduct the organization and carrying out the stress tests of the Bulgarian insurers and reinsurers. Based on a recommendation of the Steering Committee the Financial Supervision Commission (FSC) took a decision to assign to representatives of EIOPA the preparation of the Methodology for carrying out of stress tests of the Bulgarian insurers and reinsurers (on solo and group level). The price for the public procurement announced by the FSC reflects the narrowed scope of the task.

The Steering Committee, which oversees the process for preparation the stress test exercise, includes representatives from the FSC and European Insurance and Occupational Pensions Authority/EIOPA (voting members), as well as representatives from the Ministry of Finance, the Bulgarian National Bank, European Commission and European Securities and Markets Authority/ESMA (observers with advisory powers).

The development of the Methodology and the organization and carrying out the stress tests of the Bulgarian insurers and reinsurers are performed on the grounds of § 10, Paragraph 4 of the Interim and Final Provisions of the Recovery and Resolution of Credit Institutions and Investment Firms Act.

Днес Комисията за финансов надзор стартира процедура за провеждане на обществена поръчка за избор на независимо външно лице, което да осъществи организирането и провеждането на стрес тестове на застрахователите и презастрахователите на българския пазар. По препоръка на Управляващия комитет, КФН взе решение да възложи на представителите на EIOPA изработването на методологията за извършването на стрес тестовете на българските застрахователи и презастрахователи (на индивидуално и групово ниво). Цената за обществената поръчка, обявена от КФН, отразява стеснения обхват на задачата.

Управляващият комитет, който регулира процеса по подготовката на стрес тесовете включва представители от КФН и Европейския орган за застраховане и професионално пенсионно осигуряване – EIOPA (членове на УК), както и Министерство на финансите, Българска народна банка, Европейската комисия и Европейския орган за ценна книжа и пазари – ESMA (наблюдатели с консултативни правомощия).

Изработването на методологията, организирането и провеждането на стрес тестове на застрахователите и презастрахователите се провежда на основание на параграф 10, т.4 от Преходните и заключителни разпоредби на Закона за възстановяване и преструктуриране на кредитни институции и инвестиционни посредници.
